The Future of Freeview: Is Terrestrial TV Being Switched Off?

Freeview is not being switched off any time soon. The UK government has committed to keeping digital terrestrial television running until at least 31 December 2034, and no switch-off date beyond that has been set. Two options are under consultation: an industry-led transition to internet delivery by 2034, or a ten-year extension to 2044 during which the platform shrinks from six multiplexes to three. Either way, an aerial installed today has at least eight years of guaranteed service and quite possibly far longer, and around 1.5 to 2 million UK households currently have no realistic broadband alternative — which is the main political obstacle to any early switch-off.

Freeview is not being switched off any time soon. Where the policy actually stands

The current multiplex licences and the government’s stated commitment run to the end of 2034. That date is the fixed point everything else is argued around, and it exists because broadcasters and Arqiva need certainty to plan network investment.

Beyond 2034, the government has set out two broad options for consultation:

  • Option 1 — transition to IPTV by 2034. No extension of the terrestrial platform; DTT spectrum released from 2035 and reallocated, most likely to mobile. Television delivered over broadband.
  • Option 2 — a ten-year extension to 2044, during which the platform shrinks from six multiplexes to three, retaining a core free-to-air service on terrestrial while everything else migrates to IP.

Neither has been adopted. Parliament has debated the question — the Commons held a dedicated debate on the future of terrestrial television in September 2025 — and the direction of travel is clear enough (some form of managed transition rather than an abrupt cliff), but the destination and the date are not.

For a householder, the practical reading is straightforward: the platform you’re buying an aerial for is guaranteed for at least the next eight years, and the most likely scenario after that is a reduced service rather than nothing.

Why it isn’t simple

The obstacle is not technology. It’s that a meaningful number of UK households cannot replace Freeview with streaming today:

  • Coverage. Around 1.5–2 million households are estimated to lack an affordable, reliable broadband connection capable of sustaining live television. Rural and remote areas are worst affected — often exactly the areas where terrestrial coverage is provided by relays carrying only the public service multiplexes.
  • Affordability. Freeview’s defining feature is that after the aerial, it costs nothing per month. Replacing it with broadband imposes a recurring cost on households that in many cases chose Freeview precisely because it doesn’t have one.
  • Digital confidence. A significant older cohort uses television as their primary medium and does not use the internet. “Just stream it” is not a neutral instruction for them.
  • Resilience. Broadcast is one-to-many and survives network congestion, power cuts at the exchange and cyber incidents in ways unicast streaming does not. This argument has gained weight in policy circles rather than lost it.

The conditions widely cited as prerequisites for any switch-off — universal affordable superfast broadband, and a simple consistent interface regardless of platform — are not met today, and meeting them is a decade-scale programme.

What this means if you’re buying an aerial now

The honest advice, which we’d give the same way if it cost us the enquiry:

A new aerial is still a sound purchase. A decent installation lasts 15–20 years, and you have at least 8 years of guaranteed service with a strong likelihood of more. Even under the most aggressive scenario, the aerial pays for itself several times over against a streaming subscription. If your aerial is broken now, fix it now.

Don’t pay a premium for “future-proof” aerial marketing. There is no such thing as an aerial that is more ready for IP television than another one, because IP television doesn’t use an aerial. Claims of this sort are the same species as the “4K-ready aerial” labels we dismantle in do I need a new aerial for 4K. Any competent wideband aerial covering 470–700MHz will handle whatever DTT does between now and switch-off.

Think harder about very long-lived infrastructure. For a domestic aerial, the timeline is irrelevant. For a communal system in a block of flats — a 20-year asset being specified today — it is a live design question, and the sensible specification keeps a terrestrial head-end while ensuring the building’s IP infrastructure can carry television if and when needed.

If you’re already borderline on reception, weigh alternatives properly. Someone in a fringe area facing an expensive aerial install may reasonably decide that a good broadband connection plus Freely, or satellite via Freesat, is the better investment. That’s a legitimate answer and we’d rather say so than sell an aerial into a difficult location.

What’s replacing it, if anything

The successor technology already exists and is being rolled out:

  • Freely, launched by Everyone TV (the body formed from Digital UK, which also runs Freeview and Freesat), delivers live free-to-air channels over broadband with a unified EPG. It is the industry’s designated IP successor to Freeview, and it is built into new televisions from most major manufacturers.
  • Hybrid receivers — sets that take live channels from an aerial where available and over IP where not — are the transitional device, and are the most likely bridge for the areas terrestrial serves badly today.
  • Satellite remains a genuine alternative with near-universal UK coverage, and no announced end date for free-to-air services.

Note that Freely does not require you to abandon an aerial; on a hybrid set both work side by side. Nobody is being asked to choose today.

Signals to watch

If you want to track this rather than take anyone’s word for it, the meaningful indicators are:

  1. The government’s response to the consultation — whether Option 1, Option 2, or something in between is adopted, and whether a date is attached.
  2. Multiplex licence renewals. Licences being renewed on short terms signals wind-down; long terms signal continuity.
  3. Ofcom spectrum planning for the 470–700MHz band, particularly any move to allocate it at the international level (WRC decisions matter here).
  4. Broadband coverage statistics for the hardest-to-reach premises. Switch-off is politically impossible while the not-spot count stays where it is.
  5. Whether the PSBs commit to IP-only origination for any service.

What we’d tell a friend

Buy the aerial. Fix the broken one. Don’t over-specify a communal system on a twenty-year view without thinking about IP capacity in the same building. Ignore any installer who tells you Freeview is about to be switched off and you need to act now — that’s a sales tactic, and it’s the same doorstep urgency we warn about in our guide to cheap installation offers. Equally, ignore anyone who tells you nothing will ever change; the platform in 2040 will not look like the platform today.
