Communal Aerial Systems Explained: MATV, SMATV and IRS for Landlords
A communal aerial system feeds every flat in a building from one rooftop installation instead of a forest of individual aerials and dishes. MATV distributes Freeview only; SMATV adds satellite; IRS (Integrated Reception System) combines Freeview, Freesat and Sky onto a single cable per flat and is the modern standard. The three acronyms, decoded

The distinction that matters commercially is IRS vs everything older. An IRS combines all the services onto one coaxial cable per flat by stacking them onto different frequency bands, so a resident can plug in a Freeview TV, a Freesat box or a Sky box at the same wall plate and the system supports whichever they choose. Older MATV can only ever deliver Freeview, which is why residents in those blocks end up asking permission to fit their own dish.
How an IRS is actually built
Four parts, in order:
- The head-end array on the roof: typically one Freeview aerial pointed at the local main transmitter — Crystal Palace, Winter Hill, Emley Moor or whichever serves the postcode — plus one or two satellite dishes with quattro LNBs.
- The head-end rack, usually in a plant room or roof cupboard: amplifiers, filters and channel processing that clean up and set the levels of everything before distribution. This is where a good system is made or lost.
- The distribution network: multiswitches, taps and splitters, feeding risers up through the building. Larger blocks are increasingly built with fibre IRS, where the signal travels optically up the risers and converts back to coax at each floor — far lower loss over long vertical runs, and much easier to extend.
- The outlet in each flat: one wall plate, sometimes two, delivering everything.
Modern systems commonly use dSCR (digital Satellite Cable Router), also sold as Unicable — a scheme that lets multiple satellite tuners share one cable by giving each its own allocated slot. It’s what makes single-cable-per-flat possible, and it’s why a developer doesn’t need to pull three coax runs to every wall plate.
Who is responsible when it breaks
This is the question that generates the most correspondence, and the answer is more consistent than people expect.
For leaseholders in a block of flats: the communal aerial system is part of the building’s common parts. Maintaining it is the freeholder’s obligation, discharged in practice by the managing agent and funded through the service charge. Check the lease — most leases either list the aerial system explicitly among the services the landlord provides, or cover it under a general obligation to maintain the structure, common parts and shared services. A leaseholder is not normally expected to repair a shared system, and is not normally permitted to alter it either.
For tenants renting a flat: report it to the landlord or agent, who reports it to the building’s managing agent. For freeholders and managing agents: you own the problem. Practically, that means having a maintenance contract, or at least a known contractor, before the system fails — because a dead communal system in a 40-flat block generates 40 complaints in about two days.
A word on service charges: repairs to a communal system are generally recoverable through the service charge as day-to-day maintenance. A full replacement may qualify as major works, which in England and Wales can trigger the Section 20 consultation requirements under the Landlord and Tenant Act 1985 where any leaseholder’s contribution would exceed £250. Getting that process wrong can limit what’s recoverable, so it is worth checking the threshold before commissioning the work rather than after.
Why residents shouldn’t just fit their own dish
When a communal system degrades, residents start asking to install individual dishes. Most leases prohibit it outright — alterations to the exterior and to common parts usually need landlord consent, and consent is usually refused for good reasons:
- Planning. Permitted development rights for antennas under the GPDO apply to houses, not to flats. A dish on a block generally needs planning permission, and always does in a conservation area. Our planning permission guide sets out the detail.
- The building fabric. Twenty dishes means twenty sets of penetrations through a roof or render, each a potential water ingress point, and a warranty conversation nobody wants.
- It rarely works well anyway. Flats on the wrong elevation have no line of sight to the satellite arc at all.
The constructive response to “residents keep asking for dishes” is usually to upgrade the communal system so they don’t need to.
When a system needs upgrading
Common triggers:
- Freeview-only MATV in a block where residents want Sky or Freesat.
- Post-700MHz clearance mismatch. Systems built before 2020 may use head-end filters and amplifiers tuned to a frequency plan that no longer matches what the transmitter radiates — and old wideband amplifiers may now be amplifying mobile signals straight into the distribution network, causing exactly the 4G/5G interference symptoms residents report as “the TV keeps breaking up”.
- Corroded head-end and 30-year-old cable. Communal systems are out of sight, and rarely inspected until they fail.
- Fibre retrofit in tall blocks where coax losses up long risers have become the limiting factor.
- Building safety works. Re-roofing, re-cladding and EWS remediation all disturb rooftop equipment; the aerial system is best replanned as part of that programme rather than reinstated as found.
What communal work costs
Communal pricing is genuinely site-specific — access, riser condition, block height and whether scaffolding or a cherry picker is needed dominate the figure. As broad 2026 guidance:

Anyone quoting a block system without visiting the roof and the risers is guessing. Insist on a survey and a written signal report — for a system that will be in service twenty years, a few hundred pounds of survey is cheap.
What to ask for in a specification
If you’re commissioning communal work, these are the clauses that separate a system that lasts from one that generates complaints:
- Signal levels and quality (MER) measured and recorded at every outlet, not just at the head-end — handed over as a document.
- Compliance with the relevant CAI codes of practice for communal distribution, and installers who are CAI members.
- Head-end filtering that positively excludes the mobile bands above 700MHz.
- Capacity for the whole block plus spare, not the current occupancy.
- Labelled distribution and an as-built drawing. Undocumented risers are why the next fault takes three days to find.
